The governor has a super majority legislature. He really doesn’t need to be that engaged. That is one of the many downsides to such a lopsided government. Those who think that super majorities are good for a state regardless if democratic or republican are fooling themselves. Group think and a lack of creativity is the result of such an imbalance.
Same thing could be said of the Indianapolis City-County Council where there’s a supermajority and suffers similar lack of depth in alternative perspectives.
