    1. The results from Nov 3 actually demonstrate the extent of the problem. For example, the Indy suburban areas are divided into 4 different congressional districts. This was previously limited to 2 or 3 districts since at least 1960s. The purpose was to spread that Republican base and offset more Democratic areas, such as Anderson and Muncie, which are in neighboring counties but purposely not in the same district. There are similar examples for the State legislature.
