  1. I am struggling to understand why this has become such a big deal. You can already walk around Indianapolis with an open container and most bars will gladly give you a to-go cup.

    1. Technically, leaving a bar with a “to go cup” is not legal. That would still qualify as an open container, with which you cannot leave a bar or restaurant (unless you happen to be in one of these DORA’s, of course).

  2. Indiana’s cocktails-to-go laws allows bars with carryout permits and a designated amount of liability insurance to sell carryout cocktails in new, clean, labeled, sealable containers that must be fully closed and have a tamper-evident seal and no straw holes. Those cocktails are intended for home consumption. The difference in a DORA is patrons are able to carry an open cup out of the bar.
