Carmel proceeds with Keystone roundabouts

Carmel is taking its love affair with roundabouts to the next level.

On March 21, Carmel Mayor Jim Brainard unveiled roundabout reconstruction plans for the 106th and 126th Street interchanges of Keystone Avenue. The State of Indiana relinquished control of part of Keystone to Carmel last September and pledged to pay the city $90 million for its redevelopment.

The city hired Indianapolis-based engineering firm American Structurepoint Inc. to design the roundabout project and is reviewing construction bids from potential contractors. In the meantime, the city is clearing trees and planning utility relocations to make way for the roundabouts.

Carmel expects to begin construction by early May. The roundabouts should be opened for traffic by December. In the meantime, four lanes of Keystone Avenue will remain open. Lane restrictions in offpeak hours may apply. In June, Carmel expects east/west traffic on 106th and 126th streets to be closed.

The state had wanted to expand Keystone from six to eight lanes. Brainard said that would have required removal of homes, churches and businesses. He said the roundabout design will use less land than other potential redevelopments.

“The changes we are making to Keystone Avenue and the cross streets will move traffic more efficiently and make our community safer and more walkable,” Brainard said. “These benefits are coupled with reduced emissions and reduced gas consumption because vehicles will no longer be sitting in traffic at stop lights and intersections. There will be no need to stop anywhere along Keystone Avenue once this reconstruction project is completed in 2010.”
