  1. In other words, the IDOE wants to cut public school districts out of more of the funding that they would otherwise receive, and direct it directly to private and charter schools.

  2. This sounds a lot like the use that was made of the Covid funding. A significant amount of those funds were used to implement programs that require ongoing funding that were cancelled because the states were unable to come up with the ongoing funds. It is also interesting that the states need to balance their budgets, but the federal government does not. Therefore, the states just obtain federal funds and balloon further the national debt, while enjoying a balanced budget.
