I am ashamed to say that some 20 years ago I was on the board of a local CDC, and we would talk about minority hiring quotas and I would sit silently and fume. I don’t think I ever spoke out against the idea, but my white privileged self did not understand or see the reason.
It was hard for me to understand why you would give these small contractors preferential treatment. After much more experience, a lot more education on the things they never mentioned in college, I now have come to understand that these small businesses we small for the very same reason a white person like me could not see why they needed a leg up. Looking back, I am now sure that if a minority contractor showed up, they just did not get the same opportunities as a white contractor would get. I see now that was a huge failing on my part. Luckily I worked with a diverse group of people on that board and I hope I was young enough and smart enough to keep my mouth shut, and today I understand a little better why it is a necessary thing.
Should they have more minority owned contractors? It is a serious question and I am glad IBJ is asking it.
