How’s this work for programs in which the vast majority of graduates goes on to get an advanced degree and makes a far higher salary? How is that nuance accounted for?
The government has a vested interest in what programs they pay for through loans, pell grants, etc. The higher education racket has amassed huge sums of money from kids who don’t understand the value of what they are signing up for.
Schools should be allowed to offer whatever classes or degrees they want but the government (aka the taxpayer) should have a say in what degrees should receive taxpayer money subsidies.
I agree with that approach. Not only should these degree programs be excluded from government loan programs, but student loans should be restricted to degree programs that support areas where workforce shortages exist.

I received an Underwater Basketweaving degree in 1995 and made millions when I invented the bamboo/hemp lobster trap which revolutionized the commercial fishing industry. All those long hours of practicing my weaving skills while holding my breath under water really paid off. Don’t discount the value of any degree!
