Mayor Sue Finkam

Mayor Sue Finkam has been deeply connected to the City of Carmel for decades, serving 12 years on the City Council and founding FireStarter, LLC, a full-service marketing agency in the city. Her leadership emphasizes enhancing quality of place, engaging residents, and delivering excellent city services. Under her guidance, Carmel has shifted toward putting people at the center of projects, launching initiatives like the 2024 housing study to identify residential needs and the Community Survey to better understand priorities of residents and businesses.
She has forged strong partnerships with local businesses, schools, and civic organizations to strengthen the economy, create jobs, and attract new talent. A graduate of Central Michigan University and Indiana Wesleyan, she and her husband, Joe, raised their son, Drew, in Carmel, where she co-founded LetsTalkCarmel.com, a transparency portal, and Carmel Porchfest, a neighborhood music festival.
Her contributions have earned recognition as an Enterprising Women of the Year Honoree, a Woman of Influence by Indianapolis Business Journal, and recipient of the 2023 Vision Builder Award from the Universal Women’s Network. With bold vision and commitment to community, Mayor Finkam continues to lead Carmel toward a vibrant, resilient future for residents and businesses alike.

She has a track record of guiding organizations through transformation by aligning leadership behavior, operational processes, and strategy.
Kathy is a Women in Manufacturing Hall of Fame inductee and the Shingo Prize–winning co-author of Steel Toes and Stilettos: A True Story of Women Manufacturing Leaders and Lean Transformation Success. Chris Pricco is Chief Executive Officer of Marathon Health, a leading provider of advanced primary care for employers and their employees across the United States. A recognized healthcare industry leader, he has spent his career building and scaling organizations that improve access to high-quality care while addressing the complexity and cost challenges facing purchasers, patients, and the broader healthcare system.
At Marathon Health, Chris is focused on strengthening primary care as the foundation of lifelong health and more effective, affordable care. When primary care is connected, continuous, and relationship-centered, it drives better outcomes, lowers total cost of care, and enhances the experience for providers and patients alike. Under this model, Marathon Health has delivered more than $1 billion in savings for clients including Cargill, Tyson Foods, and OneAmerica, as well as local governments, school districts, and labor organizations nationwide.
Chris brings more than 30 years of experience across care delivery, specialty networks, complex care management, and employer-sponsored healthcare. Most recently, he led Paradigm’s specialty networks and payment integrity platform, growing the business by 300 percent over five years. Earlier, he spent 15 years at Optum in senior leadership roles, including Chief Operating Officer of Medical Benefit Management and Chief Operating Officer of Optum International.
Chris previously served as founding Chief Financial Officer and later Chief Executive Officer of Renaissance Health Care and began his career advising hospitals and physician practices at Deloitte Consulting. He holds a bachelor’s degree in Biochemistry and Molecular Biology and an MBA from the University of Wisconsin.

Dr. Gloria Sachdev
Secretary of Health and Family Services

Dr. Gloria Sachdev serves as Secretary of Health and Family Services for the State of Indiana. Appointed by Governor Mike Braun in January 2025, Dr. Sachdev leads the health vertical which includes the following agencies: Family & Social Services Administration, Department of Health, Department of Child Services, Department of Veterans Affairs, and two smaller disability agencies. Her work is focused on advancing the Governor’s Freedom and Opportunity agenda, with strong emphasis on healthcare affordability, access, transparency, accountable chronic disease management, prevention, and innovation.
Before her current role, Dr. Sachdev served for a decade as President and CEO of the Employers’ Forum of Indiana. She is nationally recognized for her leadership in healthcare price transparency, as noted by her development of the RAND hospital price transparency studies, the creation of the Sage Transparency dashboard, and being invited to testify before Congress on healthcare market competition and transparency.
Dr. Sachdev holds a Doctor of Pharmacy from the University of Oklahoma and completed a primary care residency at the VA Hospital in Madison, Wisconsin. Her unique career spans clinical care, academia, and health policy.

Katie Vicars

Katie Vicars brings more than 20 years of experience to her role as SVP, Client Success, for Marathon Health, where she has served in a variety of leadership roles, including account management, operations, and business development. Prior to joining Marathon Health in 2015, Katie spent 15 years at Anthem where she served as a leadership advisor in the CEO’s office as well as an Account Executive for more than 100,000 member lives in public and private sectors.

Jasmine Park

Jasmine Park is a seasoned human resources executive with more than two decades of experience across the greater Indianapolis area. She currently serves as head of human resources for the Indianapolis Colts, where she is the first to lead the organization’s front office people, culture, and inclusion strategy.
In this role, Jasmine drives a comprehensive HR vision aligned with the Colts’ Mission and core Values. She is committed to building a broadly diverse workforce and fostering an inclusive environment where employees can perform at their best and grow with purpose.
Passionate about cultivating high-performing, trust-driven cultures, Jasmine champions a people-first approach grounded in empathy, empowerment, and authenticity. Her leadership style emphasizes collaboration, accountability, and a sense of humor to drive meaningful business outcomes.
Before joining the Colts, Jasmine held senior HR leadership roles at KAR Global/OPENLANE and Blue Horseshoe Solutions/Accenture. In these positions, she led enterprise-wide initiatives spanning human resources, payroll, benefits, and compensation, ensuring alignment with strategic business priorities and operational goals.
Jasmine earned a Bachelor of Science in Business from Indiana University Bloomington. Outside of work, she enjoys spending time with family and friends, exploring local and state parks, working through her endless reading list, and cheering on her favorite football team. Go Colts!

Bernice Pescosolido
Director of the Irsay Institute

Bernice Pescosolido is the founding director of the Indiana Consortium for Mental Health Services Research and the Irsay Institute, which supports the development of transdisciplinary research at the intersection of health and the social sciences, including a focus on mental health and stigma. She is also Kicking the Stigma’s scientific adviser, and she was named the inaugural Jim Irsay Mental Health Champion.
Pescosolido is the only IU faculty member elected to two of the prestigious U.S. national academies: The National Academy of Medicine and the National Academy of Sciences.
Her research focuses on how social networks and culture provide insights into health, illness and healing phenomena, and specifically on the areas of stigma, suicide, health care use and health care systems. Her work has transformed public perception on mental health.
In the early 1990s, Pescosolido developed the Network Episode Model. It’s a framework in which seeking mental health resources is viewed as a social process managed by community social networks, the treatment system and social service agencies.
In 1996, Pescosolido initiated the first major national study of the stigma of mental illness in the U.S. in over 40 years. The study produced some of the basis for the Surgeon General’s Report on Mental Health and the 2013 White House Conference on Mental Health.
When Pescosolido founded the Indiana Consortium for Mental Health Services Research, she wanted to unify academic researchers, government leaders and advocates to study communities and their mental health treatment systems.
She is chair of the Scientific Advisory Council of Glenn Close’s Bring Change to Mind advocacy group and developed and piloted a four-year, IU-based effort to make college campuses “safe and stigma free zones.”
Recently, she was appointed to the National Academy of Science’s Committee on Women in Science, Engineering, and Medicine, which works on issues related to equal opportunities for women in those fields.
