That fact that he owns the track, the series, & a team has always been a mark on his reputation, in my eyes anyway. He should’ve sold the team when he bought the series.
Finding the “edge” without getting caught has been a part of racing since the beginning. The violation has been dealt with and people should move on. Personally I am thankful that IMS has a wonderful caretaker like Mr Penske. He has been in racing his entire life and in no way should he be penalized or condemned for this infraction. There certainly have been some miscues by the Penske Team on this issue. I dont blame Roger at all. Look at the comments by AJ and Bobby Rahal. No evidence was found that anything was amiss in 2023. It certainly seems plausable this stemmed from the testing modifications. Somebody dropped the ball when they set up the 2024 cars. Given how easy this seems to be seen in the telemetry it seems doubtful they were intentionally trying to game the system. Perhaps Josef should have asked a few questions. Bottom line he dominated the St Pete race. I was there and it had no impact on the outcome of the race. He ran away from everyone way after the restarts.
