  1. The utilities need to open their books and provide complete transparancy to consumers and the IURC. I would bet my next paycheck (and I can’t really afford to lose it!) that there are PLENTY of expenditures that are not necessary. For instance what did it cost IPL/ AES to be the title sponsor of the 500 Festival Parade for many years? There is really no need for advertising for a utility company–the consumers are a captive audience. What other advertising do they pay for and how much annually?

    1. Even if they opened the books, what you’d find is a murky mess. AES “outsourced” that disastrous system upgrade to a division of AES in Brazil. I used to work at IPL and I will admit that the systems upgrades were sorely needed. There were so many back end systems with cobbled together interfaces, it used to take six months to train a call center employee. But, like outsourcing HR and purchasing to Brazil, this is just a way to transfer AES Indiana profits out of the US and avoid taxes.
