The state spent about this much to clean up the bankrupted Pence family’s Kiel Bros Oil Company. Greg Pence ran into the ground in 2004 and left Hoosiers to clean up the family mess.

Why doesn’t the AG investigate and hold the private companies and individual offenders accountable?
Stories like this also make me wonder how companies were/are allowed to shut down factories and leave toxic brownfields behind that remain zoned for industrial use even after the neighborhoods around them grow and prosper
As a long tie downtown Indianapolis resident (since 1989), our neighborhood association tackled one of these abandoned gas stations at the corner of 13th and Central Ave. The gas station had been abandoned since sometime in the 1970’s and IDEM had a weird loop hole in the law. According to IDEM, these tanks didn’t exist. The law required you register all underground tanks, but only those installed after a certain date. Three was no process to force property owners to retroactively register abandon tanks. The attitude of the owner at the time was to look at sideways ant the property and say “I don’t know if there are tanks there or not”.
I seem to remember the neighborhood association raised more than $100,000 to remove the tanks and remediate the soil. One of the stipulations of the remediation was that nothing with a basement could be built on the lot.
The city of Indianapolis, just acquired a lot to straighten out the intersection of 10th and Rural St. The lot had abandon tanks in the ground. I think cleaning up those tanks added $500K to the cost of the project.
The state needed to recognize this problem more than 25 years ago.
