  1. Pretty impressive how the mayor is watching FED’s raid other Red Cities and has tried to get ahead of the action. Also, funny the word FRAUD didn’t appear anywhere in this article. (Allegedly)

  2. This is a prime example of hollowed out government: no internal capacity to oversee what’s happening and acting only as a passthrough of funding to outsourced contractors. Indy government staff turnover is high due to inadequate pay resulting in lack of institutional memory and internal failure to disseminate of know-how. We have inadequate controls due to having inadequate city government staffing. Outsourcing without proper strategic direction and proper monitoring necessarily leads to this type of outcome. Sorry Steven Goldsmith and the rest of you mayors who’ve run with or gone along with this philosophy. Government cannot underpay and cut staff and then expect to outsource all its competence. Indy will never cost cut its way to prosperity – we’ll only get bad road, poor infrastructure, poor services, ugliness, and waste. Wise up Indy. Make the town attractive and staff your government. No one moves here for low taxes.
