An Indianapolis woman accused of child neglect has been found competent to stand trial. Police say Ebyan Farah, 28, put four of her five children in a closet last September and left them there for 10 hours. Two of the children, a 3-year-old boy and a 5-year-old daughter, died. Farah faces eight felony counts, including two charges of neglect of a dependent resulting in death. Doctors found Farah not competent to stand trial but a judge reversed that decision. She is being held without bond.
 

Prosecutors filed murder charges Monday against Justin Carter, 28, in the deaths of a Greenwood couple. Carter is accused of killing Steven and Julia Konchinsky in their home on July 16 while on a search for drugs and money. He also was charged with robbing a bank two days after the murders. He is being held without bond.
 

A man shot on Indianapolis’ northeast side early Monday morning has died from his injuries. Police say Thomas Ocel, 19, was shot in the 3700 block of North Butler Avenue. A second person also was shot but his name is not being released. Police said the victims drove themselves to Wishard Hospital after the shootings. Police are searching for suspects.

On a seasonally adjusted basis, the pace of mortgage loan grew 15.5 percent for the week ended July 15, according to the Mortgage Bankers Association. The rate for 30-year mortgages decreased to 4.54 percent from 4.55 percent the previous week. The rate for 15-year mortgages decreased to 3.66 percent from 3.68 percent.
