The proposals would end the practice of allowing local boards to decide whether to hold the nonpartisan elections during the May primaries or the November general elections, starting with the 2012 races.
State figures show that for last school year, 195 school boards were elected in May, 78 were elected in November and 15 were appointed.
Supporters say having the board elections in November would increase voter participation, while those against the change argue it would take away local decision making.
The House voted 73-24 on Wednesday in favor of the proposal and it goes to the Senate, which earlier approved a similar bill.
