Westfield was the land of horse farms, picket fences and peaceful atmosphere. Unregulated growth and lack of a strategic growth plan has led this to be the land of concrete and chaotic infrastructure. I saw a quote from a Westfield official who stated we need the taxable income to pay for the growth in infrastructure? Westfield’s % of parks is 3% with a National average of 15%. Large housing corporations take advantage of small town and new city’s lack of planning knowledge knowing they can accumulate more profits by stacking 5 story condo’s and apartments into 1 acre than what was once a single story home or wooded lot. 1 door in Westfield equals 2.1 vehicles.
Infrastructure is more than parks though. And that national average figure is wildly skewed by geographies. Five to six percent is pretty spot on for a midwestern average city that doesn’t front a Great Lake. Indianapolis itself barely clears five and a half percent and it has a pretty good reputation for parks, or at least, used to.
The officials aren’t wrong about needing infrastructure investment, although it isn’t a false narrative that the need is driven by an active choice to develop. What you should be upset by is the amount of abatements and PILOT.
As the region grew, development pressure was always going to reach HamCo/Boone County. Don’t ever fall in love with a view that you do not own.
