Dr. Troy Payner, president and managing partner at Goodman Campbell Brain and Spine, has been appointed clinical chief of neuroscience for St. Vincent Indianapolis Hospital. Indianapolis-based Dow AgroSciences announced Monday that former Indiana Director of Agriculture Joseph Kelsay is joining the company’s global regulatory and government affairs teams as senior manager of biotechnology affairs.
