Housing advocates push for more CARES Act funding for rental assistance

Indiana Gov. Eric Holcomb’s administration set aside $300 million in federal CARES Act funding for local units of government to use for pandemic-related expenses, but so far, rental assistance programs are not among the reimbursable items.

Kernan was elected lieutenant governor in 1996 running on a ticket with Democrat Frank O’Bannon. They were reelected in 2000, but O’Bannon died suddenly after a stroke in 2003, and Kernan ascended to the Governor’s Office.

Attorney General Curtis Hill said in an advisory opinion—requested by five Republican senators—that state law doesn’t give the governor specific authority to require face coverings or to create penalties for failing to wear a mask. The opinion came just a few hours after Holcomb said a statewide mask mandate would take effect on Monday.

Dr. Deborah Birx, a leader of the White House Coronavirus Task Force, warned state and local leaders in a private phone call Wednesday that 11 major cities—including Indianapolis—are seeing increases in the percentage of tests coming back positive for COVID-19.
